As the ship left her moorings, he stood looking down the river toward the seaunlike the other passengers who looked, some tearfully, toward the shore they were leavingstood and gazed with hot eyes and clinched teeth. In his mind he spanned the six weeksthe six dreary weeks which must elapse before he came up with the fugitives, and in fancy he already stood face to face with Norman, the friend who had betrayed and dishonored him. "Oh, Connie, dear--nothing--go on." Weeks passed away and still no one came from the Duc dOrlans; Mme. de Genlis wrote several times, and he always begged her to wait a few days longer. Well, people go and see it because theres a lot of pictures there, and old plate and china, and curiosities that one duke after another has collected. There are some pictures that are worth thousands, and people come from the other end of the world to stare at them. and he did, too, because he's used to camping. Then we came down lots of studying, lots of packing, and the outdoor world so lovely Early in 1789 she was dining at La Malmaison, which then belonged to the Comte de Moley, a rabid Radical; he and the Abb de Sieys and several others were present, and so fierce and violent was their talk that even the Abb de Sieys said after dinner Madame Victoire was very pretty, all the rest except the two eldest, were plain; and her parents were delighted with her when she returned from the convent. The King and Dauphin went to meet her at Sceaux and took her to Versailles to the Queen, who embraced her tenderly. Neither she nor her younger sisters were half educated, but the Dauphin, who was very fond of them and had great influence over them persuaded them to study. For La Fayette was neither a genius, nor a great man, nor a born leader; the gift of influencing other people was not his; he had no lasting power over the minds of others, and as to the mob, he led them as long as he went where they wanted to go. When he did not agree with all their excesses they followed him no longer. In the midst of this constitution-making, famine was stalking through the country, and bankruptcy was menacing the exchequer. The first loan of thirty millions had proved a total failure; a second of eighty, according to a fresh plan of Necker's, was equally a blank. With the necessities of the Government, the necessities of the people kept pace. The whole country was revolutionising instead of working; destroying estates instead of cultivating them. Farmers were afraid of sowing what they might never reap; trade and manufactures were at an end, for there was little money and no confidence. The country was not become unfruitful, but its people had gone mad, and the inevitable consequence was an ever-increasing famine. This, instead of being attributed to the true causes, was ascribed by the mob orators to all kinds of devilish practices of the Court and the aristocracy. [584] The Home Secretary once more submitted his views to the Duke, in a memorandum dated January 12th, that was written with a view to being submitted to the king, in which he put the inevitable alternative of a Cabinet united in the determination to carry Catholic Emancipation, or a Cabinet constructed on exclusively Protestant principles; and he came to the conclusion that no Cabinet so constructed could possibly carry on the general administration of the country. The state of the House of Commons appeared to him to be an insuperable obstacle to the successful issue of that experiment. Since the year 1807 there had been five Parliaments, and in the course of each of these, with one exception, the House of Commons had come to a decision in favour of the consideration of the Catholic question. The present Parliament had decided in the same manner. A dissolution, were it practicable, would not result in an election more favourable to the Protestant interest, if an exclusively Protestant Government were formed. Even should there be an increase of anti-Catholic members in England, it would not compensate for the increased excitement in Ireland, and the violent and vexatious opposition that would be given by fifty or sixty Irish members, returned by the Catholic Association and the priests. Then there would be the difficulty about preserving the peace in Ireland. During the last autumn, out of the regular infantry force in the United Kingdom, amounting to about 30,000 men, 25,000 men were stationed either in Ireland or on the west coast of England, with a view to the maintenance of tranquillity in Ireland, Great Britain being then at peace with all the world. What would be the consequence should England be involved in a war with some foreign Power? Various other considerations were urged, upon which Mr. Peel founded his advice to the king, which wasthat he should not grant the Catholic claims, or any part of them, precipitately and unadvisedly, but that he should, in the first instance, remove the barrier which prevented the consideration of the Catholic question by the Cabinet, and permit his confidential servants to consider it in all its relations, on the same principles on which they considered any other question of public policy, in the hope that some plan of adjustment could be proposed, on the authority and responsibility of a Government likely to command the assent of Parliament and to unite in its support a powerful weight of Protestant opinion, from a conviction that it was a settlement equitable towards Roman Catholics and safe as it concerned the Protestant Establishment. The debate lasted four nights, and was kept up with the greatest spirit and vigour. The division was taken between three and four o'clock in the morning, when it was found that in a House of 611 members the numbers werefor the motion, 322; against it, 289; leaving the Government in a minority of 33. A Cabinet Council was held on the following day, when it was unanimously resolved to await the result of the debate on the Irish Tithe question on the same evening. Lord John Russell, on the report of the committee being brought up, moved the following resolution:"That it is the opinion of this House that no measure upon the subject of tithes in Ireland can lead to a satisfactory and final adjustment which does not embody the principle contained in the foregoing resolution." He referred to the principle of the appropriation clause. On this an animated debate followed, which lasted till one o'clock in the morning. When the House divided,[385] it was found that the resolution was carried by a majority of twenty-seven; the numbers beingayes, 285; noes, 258. As these divisions took place on a question of vital policy, Sir Robert Peel had no alternative but to resign. Accordingly, he announced his decision in the House next day. After the extraordinary efforts that he had made, and considering the circumstances in which he had been called upon to assume the reins of Government, it must have been very painful to him to be thus cut short in his patriotic labours; but he bore the disappointment with admirable spirit, and retired from his position so gracefully that he was warmly cheered from all parts of the House. And that-there suit looked dark! chuckled Jeff. Xi extends condolences over Hong Kong building fire, urges all-out rescue efforts to minimize losses (Xinhua) 08:02, November 27, 2025 BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses. In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties. Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee. He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families. (Web editor: Zhang Kaiwei, Du Mingming) China releases white paper on arms control in new era (Xinhua) 10:19, November 27, 2025 BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era." The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions. China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said. The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence. It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control. The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control. It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control. Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out. China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added. The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance. Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper. The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive." At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication. Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
